Community Water Firewall
A sustainable operating envelope for a facility, expressed as numbers a council can vote on.
What it does
- Local availability, basin allocation status, seasonal stress and competing demand, from public and agreed sources.
- An envelope: how much a facility may withdraw and consume, by month, without harming the surrounding water system.
- Co-designed with the municipality or First Nation on the other side of the table, not handed to them.
- Guardian reports against the envelope in real time. Excursions are visible to both parties.
- Before construction: a Water Security Plan for the proposed campus. Potable and reclaimed requirement, expected consumption, watershed impact, treatment capacity, cooling options, the community protection threshold, drought response, reserves and the monitoring plan. Fixed scope, generated from the Twin, verified in operation by Guardian.
What it is not
The Firewall is a method and an agreement. It does not replace a permit or a licence, and the Water Security Plan is not a consulting report: it is generated, scoped and verified, or it is not issued.
Status discipline
Four labels only: Shipping, Research track, Designed, Planned. A label changes when the record supports it, not before. Current label: Designed.

Plain words
In August the basin is at 96% stress, so the facility may take at most 35% of its licensed volume this month. It has used 61% of that. Everyone who signed can see this page.
